September Is Coming: Is Your School Ready for the Staffing Rush?

Every year the same pattern plays out. Schools break up in July, leadership teams exhale, and somewhere in the back of everyone's mind is the awareness that September is only weeks away and the staffing picture is not quite what it needs to be.

This year, that pressure arrives alongside the biggest shift in education procurement in a decade. September 2026 brings not only the usual staffing rush but also new compliance obligations, updated safeguarding guidance, and a changed legal landscape that affects how every academy and trust sources its supply and temporary staff.

If you have not started preparing yet, this is the moment.

Why September Always Catches Schools Out

September is the biggest staffing moment in the education calendar, and it consistently creates more last-minute scrambling than it should, because the decisions that determine how well-staffed a school is in September are made in May and June, not August.

The teachers who registered with agencies in May and June are matched, shortlisted and often secured before the summer holidays begin. The ones who wait until August are applying for what is left. The same is true for schools. Leadership teams that review their staffing structure in summer term, identify gaps, and act on them early are far better placed than those that discover a problem in the final week of August.

TeacherTapp's 2026 teacher recruitment and retention annual report found that 21% of primary teachers now report their school is inadequately staffed with suitably qualified teachers, even as job advertisements have fallen. Fewer vacancies being advertised does not mean schools are better staffed. It means they are absorbing shortfalls internally, which is not a sustainable position to be taking into a new academic year.

What Is Different About September 2026

This September carries additional weight because of three significant changes coming into force simultaneously.

The RM6376 framework mandate. From September 2026, all academy trusts are required to procure supply and temporary staff through the RM6376 Supply Teachers and Education Recruitment framework or a compliant alternative that meets two strict qualifying tests. Trusts that have not already engaged with an approved framework supplier are running out of time to get that relationship in place before term begins.

KCSIE 2026 changes. The draft KCSIE 2026, expected to come into force in September, introduces several significant changes that affect how schools manage both their own recruitment and the oversight of supply and agency staff. One of the most notable is the removal of Annex A. From September 2026, all staff are expected to read Part One of KCSIE in full, removing the condensed summary that some settings had previously relied on. Schools will need to ensure their induction and onboarding processes reflect this change from the first day of term.

The Employment Rights Act rollout. The Employment Rights Act 2025 continues to bed in through 2026 and 2027. Zero-hours worker protections are already in effect, and further provisions around guaranteed hours are on the way. Schools that have relied on informal or loosely structured supply arrangements need to ensure those relationships are properly formalised through a compliant framework.

The Staffing Areas Most Likely to Catch Schools Short

Based on current market conditions, three areas consistently see the sharpest September pressure.

STEM subjects remain the hardest to fill. Physics recruitment in 2024/25 reached just 30% of the DfE's funded target. Maths and Computer Science are similarly stretched. If your school has a STEM gap heading into summer, the window to address it through a specialist agency is now, not when results day arrives.

SEND support staff. With 6 in every 10 classrooms now including at least one child with additional needs, demand for experienced SEND teaching assistants and specialists continues to outpace supply. These roles are consistently the last to be filled through reactive hiring.

Leadership cover. Deputy headteacher and assistant headteacher vacancies are increasingly difficult to fill quickly. Schools that know a leadership change is coming in September and have not yet begun the process are at real risk of starting the year without the structure they need.

Five Things Schools Should Do Before the End of Term

Review your staffing structure now, not in August. Identify every role that is confirmed, every role that is uncertain, and every role that you already know will need filling. A clear picture in June gives you time to act. The same clarity in August gives you very little.

Confirm your RM6376 route. If you are an academy or trust, you must be using the framework from September. Whether that is Lot 1, where you appoint approved suppliers directly, or Lot 2, a managed service where a single provider coordinates your supply staffing, the decision needs to be made and documented before the new term begins.

Build a supply relationship before you need it. Schools that have an established relationship with a supply agency enter September with pre-vetted candidates on standby. Schools that make their first call in the first week of term are starting from scratch at the worst possible moment.

Check your SCR is September-ready. With KCSIE 2026 changes coming into force, your Single Central Record needs to reflect current requirements, including any agency or supply staff placed through the new framework. Ensure documentation from your approved supplier is in the correct format before term starts.

Brief your agency on your specific needs. The more your agency partner knows about your school, your culture, your difficult-to-fill roles and your supply patterns, the better placed they are to support you quickly when September pressure arrives. That briefing conversation is worth having now.
